After weeks of increasingly dire warnings, the White House scrambled to adjust to the political and economic reality of deep and indiscriminate spending cuts that kicked in Friday and would, over time, hinder the economic recovery. At the beginning of the annual report by the Information Technology and Innovation Foundation, there is a quote from naturalist Charles Darwin: “It is not the strongest of the species that survive, nor the most intelligent, but the ones most responsive to change.” Judged by that standard, Delaware is doing better than practically any state in the country, according to the foundation’s latest study of how quickly and how well the nation is adapting to the evolutionary forces of modern-day economics.
